discount entitlements

A list of passengers entitled to discount travel, as well as rates of such discounts are determined by local law – a resolution adopted by the City Council. Selected groups are entitled to fare discounts on the basis of specific regulations.
There are two types of discount entitlements applicable within the territory of Warsaw – 50% discount and a free travel entitlement. A list of passengers holding such entitlements, as well as a description of documents which confirm entitlements to discount travel is presented below.

Schoolchildren from families with 4 or more children, domiciled in Warsaw, until 30 September of the calendar year in which they turn 21– on the basis of a personal entitlement to fare-free transport. If one child loses its entitlement, other children are not deprived of theirs.

A proof of entitlement to fare-free transport in the form of personalised proximity card, issued by the Public Transport Authority after producing evidence confirming that the conditions of entitlement are met. ‘Family’ should be understood as a family in the meaning of Article 6(14) of the Social Welfare Act of 12 March 2004 (Journal of Laws of 2016 item 930)

Children and youths with diagnosed disability, until they turn 26

a) a valid disability card compliant with the template defined by the Minister of National Education and Sports (MENiS-II/181/2 or MENiS-II/182/2), Minister of National Education (MEN-I/52/2, MEN-I/51/2 or MEN-I/50a-N/2) or Minister of Culture and National Heritage (ART/101/n), issued by an educational institution for pupils with diagnosed disability,

b) certificate of relevant authority, issued under the Polish law, confirming at least partial inability to work,

c) certificate of disability evaluation board or a valid disability card issued by a competent authority, documenting disability in accordance with the template defined by the minister in charge of social security issues.

Carers of children and youths with diagnosed disability (until they turn 26), who:

a) travels with the entitled person,

b) travels to the entitled person or returns from them – only on the route from their place of residence to educational institution, therapy centre, clinic, or healthcare institution

For letter b) – a certificate registered in the Public Transport Authority including the address of the place of residence of the entitled person, educational institution, therapy centre, clinic, or healthcare institution, and the full name of the carer, issued by these institutions in accordance with the template defined by the Mayor of Warsaw

Persons with complete inability to work and function on their own

Certificate of relevant authority, issued under the Polish law, particularly the documents listed in Article 7 of the Ordinance of Minister of Infrastructure of 25 October 2002 on the types of documents confirming entitlement to discounts for public transport services (Journal of Laws of 2015 item 1427)

Persons with high disability level

Certificate confirming disability issued by disability evaluation board under the Polish law or a valid disability card issued by a competent body documenting the level of disability in accordance with the template defined by the minister in charge of social security issues

Carers travelling with persons with complete inability to work and function on their own or persons with high disability level

A) traveling with an authorized person
B) traveling to a qualified or authorized trainee - only on the route from the place of residence to the rehabilitation and therapeutic facility (eg to a support center, therapeutic and rehabilitation facility, community self-help center, daytime activity club, occupational therapy workshop) - based on the certificate registered in the Public Transport Authority with the address of the place of residence of the eligible rehabilitation and rehabilitation institution, the name of the guardian or guide issued by these institutions according to the pattern specified by the President of Warsaw

Persons with diagnosed high or moderate disability level caused by eye disease

Certificate confirming disability issued by a competent body or disability card of the disabled person issued by a competent body

Persons with diagnosed complete inability to work and function on their own or complete inability to work caused by eye disease

Under the Polish law, particularly the documents listed in Article 8 of the Ordinance of Minister of Infrastructure of 25 October 2002 on the types of documents confirming entitlement to discounts for public transport services

Guide indicated by the persons with diagnosed high or moderate disability level caused by eye disease and with diagnosed complete inability to work and function on their own or complete inability to work caused by eye disease

A) traveling with an authorized person

The persons using personal 30-day or 90-day travel cards whose validity starts before 30 September of the calendar year in which they turn 21 are entitled to discount until the expiry of the travel card.

Pensioners until they turn 70

Personal ID card of a pensioner confirming the status of a person receiving a pension or disability allowance or, when the person does not have it with them, a valid pension slip or a bank statement confirming that a person receives a pension or disability allowance together with ID card or another document confirming the identity of the entitled person. The sum received does not have to be legible.

Persons with moderate disability over 26

Certificate confirming disability issued by disability evaluation board under the Polish law or a valid disability card issued by a competent body documenting the level of disability in accordance with the template defined by the minister in charge of social security issues together with ID card or another document confirming the identity of the entitled person.

Persons with complete inability to work over 26

Decision of competent body issued under the Polish law, specifically on the basis of the documents listed in Article 7 of the Ordinance of the Minister of Infrastructure on the documents confirming entitlement to discounts for public transport services of 25 October 2002
